Why it exists

Llama-style blocks normalize by RMS, not mean+var. Needs native fwd/bwd and WebGPU shaders.

What it is

Per-token RMS + γ on weights.Store; WebGPU fwd+bwd; SIMD DotTile stats + host scale.
